introduction
Consultancy in IEC is defined as work on other organisations' projects. This is usually subcontracted technical assistance overseas. It includes the delivery of training workshops and courses. The work is usually funded by donors such as the Department for International Development (DFID), the Asian Development Bank (ADB), the World Bank (WB) or the European Union (EU) and through organisations such as the British Council (BC) and Cambridge Education Consultants (CEC) with whom we collaborate. We also provide consultancy management to projects.

Our in house staff and network of experts undertake consultancy. Thus we are helping to transform educational practice in the countries where we work. Open and distance learning is more than using media to reach more learners; it is about making teaching/learning materials and delivery systems learner-centred. We assist local experts to write materials and support tutors to facilitate learning. We convince managers of the importance of upfront investment in materials and infrastructure, as well as teamwork, staff development and selection of media based on appropriateness to the learning outcomes and context.

Kenya > We are supporting, monitoring and evaluating the implementation of the school-based teacher development programme.

Nigeria > IEC is advising on education models for nomadic pastoralist and migrant fisher communities.

Vietnam > IEC is working on a project with the government to develop in-service teacher training materials.

Uzbekistan > An IEC distance education specialist is assisting the Ministry to develop alternative models for teacher training delivery.

Namibia > IEC worked to assist the University of Namibia to become a dual-mode institution (ie having students on-campus, and students off-campus who are studying at a distance)

In our work of consultancy at IEC, we are helping to transform educational practice in the countries in which we work. Distance education is not just about using the media to reach more learners. It's about making the teaching/learning materials and delivery systems learner-centred, by

• encouraging and assisting professors and other experts to write materials that facilitate learning rather than proclaim their erudition

• supporting tutors to facilitate learning rather than to ‘teach’

• convincing administrators and managers

   
 

- that the upfront investment needed in materials and infrastructure will pay off in the long run,

- that teamwork and a systems approach are as important to their operations as effective line management,

- that staff training, development and support are integral components of a distance education system,

- that choices of media and technology for learning need to be made on the basis of appropriateness to learning task and context rather than on fad and fashion.
